Note the old lady still finds it necessary to cover up to hide her 'charms'. Exposing her hair will, she believes, inflame the passions of men tempting them to harrass her and lead them both into sin. So she dresses as if she is on her way to her own funeral, enshrouded in her 'Islamic' attire. She is oblivious to the public around her where the indigenous ladies walk around freely, hair flowing, without the slightest sign of harassment or public disorder in their wake.
The other lady is a raving beauty. We can all agree on that can we not? Without her headscarf on we are sure that men would be falling over themselves to attract her attention. So we'll excuse her from any outright condemnation. In truth it is the fat, ugly ladies who we have to wonder at - in their self-delusion vis a vis members of the opposite sex.
